Mr. Dworkin is the principal and owner of Michael L. Dworkin and Associates, a San Francisco, California law firm specializing in aviation matters providing clients with a wide range of legal services on a nationwide and worldwide basis.
Michael L. Dworkin is admitted to the District of Columbia and California Bars and has been practicing law for 42 years.
Prior to establishing his firm, Mr. Dworkin was staff counsel to the Federal Aviation Administration in Washington, D.C. and Los Angeles and for United Airlines in San Francisco. He received his Bachelor of Arts (B.A.) with Honors in Government from Clark University, Worcester, MA and his Juris Doctor (J.D.) with Honors from The George Washington University’s National Law Center in Washington, D.C.
From February 2000 through May 2002, Mr. Dworkin served as President of the Washington, D.C. based National Transportation Safety Board Bar Association (now the International Air and Transportation Safety Bar Association).
From February 2008 through February 2014, he served as Executive Vice President of that Association.
Mr. Dworkin is also a member of the American Bar Association, Bar Association of San Francisco, Lawyer Pilots Bar Association, Aircraft Owners and Pilots Association, National Business Aviation Association, and Commonwealth Club of California, and a charter benefactor of the Hiller Aviation Museum in San Carlos, California.

Bill is currently the Executive Director of the NCBAA. He has held management positions in Business Aviation as the Chief Pilot for a fleet of EMB145 aircraft conducting Fortune 500 corporate flight department operations in the western US as well as a being a Challenger 300 pilot with XOJet.
Additionally, Bill is an ATC Consultant and Flight Simulator evaluator for flight
simulator manufacturer Precision Flight Controls based in
Rancho Cordova, CA.
Bill is type rated in the EMB145 and CL300 aircraft
Bill came to business aviation after a twenty-six year career with the FAA. He held various positions in Air Traffic Control (ATC) operations, staff support and FAA management positions within the Federal Aviation Administration(FAA). Terminal Radar Controller and Control Tower Operator certificate holder and Quality Control Air Traffic Specialist. He has also served as an FAA Aviation Safety Counselor and Air Carrier ATC briefer.
Bill has been a member and strong supporter of NCBAA since 2011, and previously held the position of Assistant Administrator.
Cameron Singh Board Member
Cameron is the Operations Supervisor at Signature Flight Support’s newest and largest FBO located in San Jose. Previously he was a Customer Service Representative and a Line Service Technician at San Francisco Airport. Cameron diversified his aviation experience when promoted to the Manager on Duty with ASIG at SFO Int’l Airport, managing a commercial fueling operation, fueling over 500 flights a day.
Cameron graduated with a Bachelor’s of Science in Aviation from San Jose State University and also holds an MBA in Aviation and a Master’s of Science in Project Management from Embry Riddle. Cameron is currently working on his Doctorate at the University of Charleston studying Executive Leadership.
Cameron has been involved with the NCBAA since 2012 and continues to be involved in the community at the local, regional, and national levels, including Silicon Valley Chamber of Commerce, Silicon Valley Business Travel Association, Aero Club of Northern California, and Southern California Aviation Association. He continues to be an active member with NBAA attending annual conventions, regional forums, professional development courses, and YoPro events.
Cameron has aspirations to become General Manager of a Signature Flight Support FBO location, as well as attain a tenure-track professor role at the university level teaching aviation, business, management, and leadership courses.
Mentoring Committee Chair
Victoria Collom is a strong advocate of private business aviation. With close to 25 years in the aviation business, a graduate of both Stanford University and Santa Clara University MBA program, she is now pursuing a career in aviation management. As a pilot and a licensed dispatcher, she provides expert guidance on corporate flight planning. From the perspective of an aircraft owner, she provides an extra insight into aircraft ownership. . Through her experience with the charter division, she appreciates exceptional, personalized service while establishing long term relationships with each and every customer. As Managing Director of Flite Logistics, her passion for business aviation continues to remain a priority in her career.
As a lecturer at San Jose University's aviation department, Victoria is mentoring students to become active participants in private jet aviation, to share ideas and enthusiasm so that all may benefit. Her involvement continues in the CAPE program at Santa Clara University, encouraging students to launch their own business ideas.
Erik V. Singh
Erik is a Senior Flight Technician for Chevron’s Corporate Aviation Services. Erik has previously been the Safety Advisor for Aviation Services at Chevron, and was the Ground Safety Officer for Northrop Grumman Aviation Division. In 2012, Erik completed his program certificate in Aviation Safety and Security from USC Viterbi School of Engineering, the gold standard of aviation safety management. Erik has been responsible for the development and implementation of standards, procedure and regulatory requirements within multiple business aviation departments. He is a root cause analysis facilitator, with a highlighted focus to anticipate, identify and mitigate risks within a highly complex organization. Additionally, Erik is a Master Technician on Gulfstream G-IV and G550 aircraft. Erik has been a keynote speaker for the NCBAA, and is an advocate for aviation community involvement
Mr. Trevelyan has over 20 years aviation experience to include 7 years as a Safety Management System (SMS) consultant. He actively participates in safety related development working with the FAA SMS Focus Group, IS-BAO, ACSF, and other regulatory and aviation organizations.
As an Aviation Safety advocate (SMS) he has been working with airlines, corporate and private aviation, cargo operators, FBO’s, Manufacturers, and MRO’s implementing Aviation Safety, Risk, Quality Conformance, Compliance and Audit management solutions. He has extensive experience in documentation compliance, gap analysis to regulations and process/procedure audit and corrective action. Actively supports technology components to support voluntary and safety management programs such as LOSA, ASAP, and FOQA, etc.
He has consulted extensively in the global airline industry in maintenance & engineering, marketing, operations, airport operations, sales, frequent flyer and loyalty, pricing and advanced yield management strategies and approaches. Representative Travel & Transportation companies where he has been involved include the world’s largest airlines, package delivery companies, railroads and Global Distribution Systems.
